Pascal Jacques Dumoulin
Pascal Jacques Dumoulin, after studying electrotechnics in France and then commercial law, began his technical sales career in industrial gas supply contracts and air and gas compressors. He then continued in a European energy management, consulting, and energy auditing company.
In 1995, he founded his own engineering consulting firm, specializing in industrial energy efficiency, operating in French-speaking countries.
He is Vice-President of the Hauts-de-France regional office of the Technical Association for Energy and Environment (ATEE) and has co-authored a practical guide on industrial compressed air and standard sheets for the national Energy Savings Certificates (CEE) system for corresponding industrial equipment.
Having strong personal ties in Quebec, he was mandated between 2009 and 2014 by the regional excellence hub CD2E (Creation Development of Eco-Enterprises) of the Nord-Pas-de-Calais Region, for France-Quebec cooperation in the fields of energy and the environment.
In 2017, he was mandated for similar technical assistance and networking missions by the business and industrial transition department (DETI) of ADEME, the French agency for ecological transition, particularly with its ADEME International Club for eco-enterprises.
Since early 2022, he has been mandated by the European and International Department (DEI) of ADEME as part of partnerships with his counterparts and institutional contacts in Quebec (MELCCFP, MEIE, RECYC-QUÉBEC).
